What are the tiny hooks that hold bird feathers together?

They're called barbicels. They're also known as hamuli, hooklets, or barbule hooks. They're mounted on barbules. Neither barbules or barbicels are large enough to see unaided.

The rachis is the vane in the center of the feather. The branches attached to it are called barbs. Those are the parts you can see. Barbules are attached to barbs, and barbicels are attached to barbules.
