Whats the device that hooks to your water meter and your water supply and feeds the main branch into the home?

It sounds like a check valve. It prevents water from flowing backwards through the meter.

The backflow valve would be used in this instance, Imagine your home being unoccupied for months. Water traped in the pipes would begin to become a breeding ground for bacteria. It could be possible for the contaminated water to re-enter the public water system if the check valve wasnt in place.
