I think you've got a mixed metaphor there!
There are two phrases .... "Wild horses couldn't drag me away" - meaning that the attraction of something was so great that even the strength of wild horses wouldn't be enough to pull you away from it.
"To be on tenter-hooks" means to be in a state of suspense or anxiety.
Reply:It could be either. Couldn't it? Wild horse literally could not be tagged on tender hook because they are wild and strong. But it could be used as a figure of speech stating that wild horses are wild at heart and can't be tamed by tender hands.
Reply:It's tenterhooks. They are devices used to stretch out fabric for drying. Think of like the springs that hold a trampoline secure. You are on tenterhooks when you are so stressed out that you feel as if you are being stretched taut.
Wild horses are said to be unable to drag something out of you.
I don't think your phrase could be called an idiom since it's not in common usage.
